3 months in to VR&E and haven’t received SA

I received a form to receive Post-9/11 GI Bill BAH instead of Ch 31 SA when I began my plan and signed and returned it, but haven’t received any payment for it even though I’ve been in school since late May. I mentioned it in an email to my counselor about 3 weeks ago, but he pretty much ignored the situation and only replied to the other parts. Should I message him about it again or is he not the right person to speak to about it?
